A: Did you get my postcard?
B: Yes, I did. Thanks. I really like the stamp.

Can B say 'I really like the stamp.' first, then say 'Thanks'?

It would sound like you are thanking for the stamp rather than the postcard.
 
Yes, it does sound dismissive of the thoughtfulness that went into the choice of the card and the message the sender went to the trouble of writing.

I agree with the others. I'd say "Yes, I got it. It was lovely! Sounds like you had a great holiday. Oh, and I liked the stamp too."
 
The original post is like saying 'I got the birthday present you sent me. The wrapping paper was lovely'.
