Can "this tour" mean "a tour", since the information was new to the author at the time?
 
They are talking about taking a tour of Europe-- one specific tour that they have in mind. Apparently, it's something they'd really like to do.
 
I don't feel very confident that I understand what you're asking but I'm going to guess that you're on the right lines.

To put it very simply, yes, this use of 'this' is a way to introduce a new element into the narrative discourse.
