The following sentence is from this website:
He lives to the south of (= further south than) the city.

1. "He lives to the south of the city." equals to "He lives further south than the city."?
2. What is "further south than"? Does it mean at the very south? I'm very confused about this phrase.

It means the city's to the north of his residence.

"City" here could mean the main business area. That means he lives in the city (that urban area) but south of the business area.

Or it could mean the entire town. In that case he doesn't live in the city but to the south of it.
