I got my watch broken yesterday.

Can it mean that someone broke my watch OR does it mean that I did it OR can it mean either?
 
Using "I got" that way, as jutfrank said, makes it sound as if you arranged for something to happen. It's too similar to sentences like:

I got my hair cut yesterday.
I got my car fixed last week.

Simply say "My watch got broken yesterday", if it was broken accidentally, or "My watch broke yesterday" if it simply stopped working or just fell apart.
 
There’s another way of hearing the sentence, though. “I got my watch broken yesterday” CAN mean that the misfortune of someone’s or something’s breaking your watch befell you yesterday.
