help! i don't understand this sentence

" This paper needs filling out. Can you see to it while I am gone next week?"


Is "This paper needs filling out" has the same meaning as " This paper needs to be filled out" ?

I totally don't understand this one "Can you see to it while I am gone next week?", what does "see to it" really means?

"This paper needs filling out" In this context it means to fill in the blanks on a form. In fact, this sentence would have been better if the word form was used instead of paper.

"See to it" means to take responsiblity for getting it done.

Yes I think so, they have about the same meaning .

In the first sentence 'filling out' is used as gerund.(always works as nouns, in this sentence it is used as an object=noun)
In the next sentence which you have written, "to be filled out" is used as
infinite(as an object to a transitive verb). I am totally unsure whether my answer is write or wrong.
