Help needed in introductory paragraph

I often confuse with writing an introductory paragraph. Do I start with quote a proverb or sayings or just start explaining its meaning. For example, if the given essay is "All that glitters is not gold", so how its introductory paragraph will be?

If the title is that, then I would get stuck into answering the question rather than telling the examiner the meaning of the question. The question is whether it is true that all that glitters is not gold and not what the expression means.

I think the title "All that glitters is not gold" urges you to prove the given fact not to doubt on it. But the question that makes me confuse, is how to get attention grabber start which can impress the reader or examiner.
 
You could easily disagree with the statement. The quality of your answer is not determined by how much you agree, but how well you agree or disagree.
