I assume that the blue part means:

a. Her achievements are chronicled in a new biography which is out this week.

That's to say,

b. Her achievements are chronicled in a new biography which is due to be published this week.

Rather than,

c. Her achievements are chronicled in a new biography which was out this week.

In my opinion (a) and (b) suggest that, say, today is Monday and the new biography will be out in a few days. (c) means that, say, today is Friday and the new biography was out a few days ago.

What do you think?

It's actually ambiguous. Could mean it just came out, or is just about to.

The ambiguity is deliberate as the person writing the sentence doesn't know if it will be read just before or just after publication of the biography.

This is a situation that is often encountered when writing professionally about books or recordings.
