I couldn't find a reference stating those are different volumes. There are measuring cups designed for dry ingredients, though; they hold exactly one cup when filled to the brim. You mound the flour in one, then sweep off the excess with a flat spatula.To further the confusion, there are also fluid cups vs. dry cups.
