[Grammar] I haven’t met you before, have I?

When someone says “I haven’t met you before, have I?”.

The questions are:

1. He is telling me he haven’t met me before, or

2. He is telling me he has met me before?

3. Can I answer “Yes” or “No.” depending on whether I agree with him?
 
When someone says “I haven’t met you before, have I?”.

The questions are:

1. He is telling me he hasn't met me before, or

2. He is telling me he has met me before?

3. Can I answer “Yes” or “No.” depending on whether I agree with him?

Alice: I haven't met you before, have I?
Bob: No, you haven't.

Alice: I haven't met you before, have I?
Bob: Yes, you have.
