"I like painting pictures." - is it I like to paint? Or I like pictures, capable to do painting?

What about "I like moving pictures."?

I don't understand what you mean by that. Use other/more words to explain it.

What about "I like moving pictures."?

If by "moving pictures" you mean movies/films, then I doubt that any native speaker nowadays would say such a sentence; they would use "films" or "movies" instead. Otherwise, the sentence means you enjoy the activity of moving/relocating pictures.
