I was on the phone

Is it correct to say that "I was on the phone"? Can it be replaced with "I was over the phone with someone"?

For example "I was on the phone with an insurance representative for about an hour so I couldn't check my phone".

"I was on the phone with ..." or "I was on the phone to ..." are the most natural ways of saying it in BrE.
