If I say ‘I feel cold’ today because of the unusual winter weather. Which phrase can describe the temperature here?

b) it’s bitterly cold
c) it’s chilly.

It depends where you are and what the usual winter temperature is.

For example, in North America. So, both of them could work!

Either one is correct. I live in a warm area. If the temperature drops below 40 degrees (F) I can say it is bitterly cold. People living in the north would say that 40 (F) degrees is chilly.

40 degrees (F)
That's about 4.5 degrees Celsius to those of you who don't understand Fahrenheit. When I am at home in Prague in January, I consider that OK, not at all cold. When I was in Estonia, it would have been warm. When I was in Oman, it would have been bitterly cold.

It was -9 F (-23 C) here yesterday morning. That's bitter cold. That's cold enough to use expletives to describe it!

It will be in the 40s this weekend. That's what we call a "heat wave" after the subzero temperatures.
