[Grammar] Is 'It's not raining in dry season' acceptable or only 'It doesn't rain in dry season

Hello everyone, this is the first time I visited forum and a I have a problem want to ask.
Is 'It's not raining in dry season' acceptable or only 'It doesn't rain in dry season'?

The natural sentence for me would be It doesn't rain in the dry season. I see no reason to use the present progressive (continuous) there. I was in Cambodia last week and there wasn't much rain even though it is the rainy season. Because it is currently different from the normal pattern for the rainy season, it would be OK to say It isn't raining when discussing this year.
