Is my understanding correct?

Does the following mean that 5000 at maximum will be considered and 24 times 300 is more than 5000 so it doesn't mean all the slots(300) in each occupatio will be filled?

From May 4th, 2013 to April 30th, 2014, a limit of 5,000 Federal Skilled Worker (FSW) applications will be considered for processing.
Applications will be received from individuals with skills and experience in one of 24 eligible occupations. For each occupation, a maximum number of 300 applications will be accepted.

A cap of 1,000 applications has been placed for acceptance under the PhD stream.

These limits do not apply to those applications with a job offer from a Canadian employer.

We don't know. We don't know how many vacancies there are in each occupation.
 
They are accepting a maximum of 300 applications. That doesn't mean they have 300 positions to fill. Normally, you consider numerous applicants for each position. It can't be that everyone who applies gets a job.
