Both definitions appear suitable:

1.move out of or away from something and become visible.
"black ravens emerged from the fog"

2.become apparent or prominent.
"United have emerged as the bookies' clear favourite"

Definition 1 is, as the example indicates, about physical processes. Definition 2 is the figurative one that fits your case.
