I think it's fine as it is.
Could you please tell me why? Wasn't it made in the past? We don't say the Harry Potter stories are written by J. K. Rowing, do we?

a. It was made by fans, with no financial gain whatsoever.
b. It is made for fans, by fans, with no financial gain whatsoever.

(a), "was", bacause it was made in the past.
(b), "is", because it is always for fans.

Does this make sense?

For anything that happened in the past, your best bet is to stick with a past tense. You'll be right more often than you're wrong.
This book was written by J K Rowling. (The verb form is based on when the writing happened.)

This is a book by J K Rowling. (The verb form is based on the fact that book exists right now.)

If you wish to use a passive construction, then you can say Harry Potter and the Sorcerer’s Stone was written by J K Rowing. In some situations, the present simple/unmarked tense would not be incorrect.

As for the Harry Potter thing, yes, I think "is written by J K Rowling" is possible in some cases, but "was written by J K Rowling" would be most common and natural.

Correct. They were written and the event is in the past.

The Harry Potter books are by JK Rowling.
This is correct too because though they were written in the past, they continue to be books written by her.
