1. When someone steals something from me, I feel that maybe it was for the person who stole it.
2. When someone steals something from me, I feel that maybe it was meant for the person who stole it.

Does the second sentence mean what the first one means?

Sentence #2 is an improvement and gives us a much better idea of what you mean. Note that I have edited your post to number the sentences. Please do that yourself in future. It makes it much easier for us to refer to them in our responses.

In the Great Plan, the Cosmic Scheme, the Design of God the item was always supposed to be with the person who stole it.

You've used it in a sentence. Are you saying you used it without knowing what it means? Or isn't that sentence your own?
I have doubts about its meaning.

You haven't answered the question.

Is it your sentence? If so, what do you think it means?

Did you read it somewhere? If so, tell us where and give us context.
