Kindly tell me why people say, " I have been in such situations".

Shouldn't it be, "I had been in such situatios"?

Why is it "I have been there" instead of "I had been there" though the visit was made in the past. Please tell me if the latter form is incorrect.

There is no specific context. Consider it a stand-alone statement. Since the visit was made in the past, why is "I had been to London" incorrect?

You do not use the past perfect tense as you use the past tense. The past perfect is only used to refer to an earlier event in the past, which I would call it the "past within the past".

You went to London in 1999. Your previous trip to London was 1995.
When you refer to your trip in 1999, you say you had been to London once.
