What does "to drain a bumper" mean?

The complete sentence is:
The king drained a bumper to his "Cousin Rudolf", as he was gracious -or merry- enough to call me;

Guilherme, I have added the year when the novel was written to your otherwise excellent attribution.

This is to indicate to other students that 'to drain a bumper' is not modern English.
