What does "to drain a bumper" mean?

The complete sentence is:
The king drained a bumper to his "Cousin Rudolf", as he was gracious -or merry- enough to call me;


From The Prisoner of Zenda - Anthony Hope (1894) - Oxford Classics paperback 2009 - chapter 3 - page 26 -

It means, that he drank a toast to his "Cousin Rudolf" from a very large drinking vessel filled to the brim.
