I think the grammar is okay, but I don't know what you're trying to say.

Only the first was grammatically correct without any changes. Why was only the first about clean water but the other three were about the habitability of houses?

I just wanted to write sentences using "neither" and "either". I didn't pay heed towards the situation I was describing.

We have been telling you for over a decade to ask us about sentences you actually want to use in real life. Writing random sentences to practise a single word isn't very helpful.
Please remind us - how often in your daily life do you have to use English?
