Do no-frills airlines serve any meals?

Some do and some don't. They certainly don't provide free meals. With most, it's possible to buy food on board the aircraft but sometimes there's no hot food. On others, you might be able to get a warmed sandwich or some soup but most of the food is of the snack variety - sandwiches, crisps, chocolate etc.

A no-frills airline, like Air Asia/Scoot, provide the extras (meals/baggage/seating) and add-on services for additional charges.
