What's the context? I would guess that it is for someone who has some idea but is hampered by lack of ability. However, it's very unclear from your quote, no matter how big the font.

I have no idea why you thought putting your quote in red, italics, bold, font size 7 and in the middle of the line would help. I have changed it so that it looks normal.

As Tdol said, we need context. Please give us an entire sentence to work with and tell us where you found this fragment of a sentence.

I can't see your quote anywhere on that page. You haven't quoted a whole sentence. What comes after "... with your"?

It sounds like a threat, probably an exaggerated and extravagant one.
 
Does this person perhaps wear prosthetics?
 
I'm not sure that's going to matter if his head is no longer attached to his neck! ;-)
