Please inform the meaning of the following sentences

1) "He didn't bring the documents"

2) "He has not brought the documents"

Please inform me, whether both of the above sentences are correct or not ? If correct, in which situation we could use each of the above sentences particularly.

As far as I know, it is best to use the simple past, i.e. sentence 1 when I know when the situation happened, like yesterday or this morning or so...also, it gives me the impression that he didn´t bring the documents and now it´s too late anyway , so there´s no need to bring them anymore.

As for the second sentence, I don´t specify when it happened , it´s not important to know when but what happened and ..he hasn´t brought the documents ( yet ) but there is a chance to do it so.
