[Vocabulary] Problem with the word "litter"

Hello everyone. I was checking my dictionary for the word "litter" and one of its meanings as a verb was:

to leave waste paper, cans etc on the ground in a public place

But there was also a usage note like this:

BAD: If someone litters the street, someone else has to clear it up.
GOOD: If someone drops litter in the street, someone else has to clear it up.
Usage Note:
People drop/leave litter (= leave things such as empty packets, cans and bottles in a public place): 'There is a $100 fine for dropping litter.'

So I'm a little bit confused, is it wrong to use litter solely as a verb? If it is then why there is a verb form of it?!

It's a Persian English dictionary named "Tahlilgaran"
I checked some of the words in Tahlilgaran with the Longman dictionary and they were pretty alike.
I think Tahlilgaran is just a copy of Longman with only persian equivalents.

They have signs here that say "Fine for littering," yet they'll give you a citation if they catch you.
 
I never heard of dropping litter before. In fact, you can't drop litter. Why is that? It isn't litter until it's on the ground.

I guess, but if I'm going to pick the litter up off the ground I would want to put it in the nearest trash can/rubbish bin.
