Does "psyche-rattling" mean "mind-boggling"? Google Ngram shows "mind-boggling"has been actively used since 1940, while "psyche-rattling" is not found there. So it is relatively news and appears to mean more. What does it mean then?

A complete sentence would help.

Even though both boggling and rattling end with -ing, mind-boggling is an adjective and psyche-rattling appears to be a noun. (Again, without a full sentence, it's hard to say.)

To rattle people's psyches is to shake them up mentally, to upset their ways of thinking, to mess with their minds. The writer might be saying that the purpose of manipulating social media is to rattle people's psyches.

Look the two words up separately.

He's basically saying that the rapper 6ix9ine is shaking things up on social media.
