This is an extract from a newspaper article. Could you please tell me what "Quarantined off" mean here?

 
You've quoted only part of the sentence. Please post the whole thing.

Although the word "off" follows the word "quarantined", they don't go together. The six people were quarantined in a place that was close to, or off, the coast of Japan.
 
They were off (outside) Japan in Yokohama bay - they had not gone through passport control - and they were quarantined because of the disease.

The number of any nationality is irrelevant in a quarantine, except for how they could spread the disease. There were many Japanese on the ship too. Quarantine is simply a way of trying to prevent the spread of a disease.

It's a common mistake. You chose the wrong phrase to look at. The ship was quarantined off Japan, meaning the ship wasn't allowed to dock, and nobody was allowed to go ashore.

So, it wasn't allowed to dock at any of the Japanese harbors. It had to stay away from Japan.

Quarantine is about keeping the risk off shore. It came in and out of the bay to get supplies and drop treated sewage into deep waters.

That is completely wrong. One of the key points of this quarantine was that they had not been through passport control. They were quarantined near Japan, but legally, they were not in Japan. Off means outside.

This isn't a phrasal verb structure since off is not connected to quarantine. The off is not an adjective but a preposition, forming part of the preposition phrase off Japan. This says where the quarantining was happening.
