What is the difference?

"Rainy" means the type of weather where it's overcast and rain showers come and go.
It has to be raining right now to say "It is raining", but that's not necessary to say "It is rainy".
You can have a rainy day or a rainy place - even a country can be rainy; but you don't say "a raining day, or place".
