Rising health insurance costs and harsh social stigmas .... many employers to overlook workers' mental health needs, but ignoring the problem ... more than addressing it.

a) will cause / had cost
b) cause / will have cost
c) are causing / may have cost
d) caused / has cost
e) have caused / should have cost

The question was wasked in an official exam in Turkey. C was given as correct. Why is D not correct? I think D is even better than C. Thanks.

B is wrong. I prefer C to D (more natural), but it obviously depends on what the sentence is trying to say.
