She's finer than frogs hair split four ways.
What does this saying mean? It sounds funny but I'm unsure about when to use it.

Only a Texan or someone from a region where this saying is used should use it. Fine can mean "extremely thin". If you split a hair into four -- i.e., split it four ways -- you end up with an extremely fine strand of hair. Since frogs don't have hair, a frog hair split four ways would evidently be even finer.

Fine can also describe an extremely attractive young woman. The one being described by this idiom is so attractive, so fine, that even a nonexistent hair split into four would be less fine than her.

Maybe. The bigger issue is that people who are less than fluent tend to misuse complicated expressions. This can make for awkward situations.
 
No one gets angry when non-natives try to use native expressions. Some of them might find it funny, though.

I used to work for a Texan. Whenever he was swamped with work, he'd say, "I'm stretched tighter than a gnat's ass over a rainbarrel!"

He was known to do some stretching, himself.
