Does "shines a light in our cracks" mean "reveals the flaws of our political system/our society"?

You're correct about it referring to flaws, but he's referring more to flaws in the medical system rather than political or societal flaws.

I wonder which is more accurate: "shines a light in our cracks" or "shines a light on our cracks"? The meaning of the two appears to be different. The former seems to mean "shines a light into the cracks" while the latter on the surface to reveal where the problems are.
