Should I use "start up" or "set up"?

Hello.

Is it wrong to use "start up" instead of "set up" in my sentences?
I could only find one result for "start up" here

These are my sentences
1. "She wants to start up a charity."

2. "She wants to start up a charity business."

3. "She wants to start up a business."
 
"start up" isn't impossible but it's not really necessary to use "up". She wants to start a charity. I'd say that she wants to found a charity.
 
To me "founding a charity" carries an implication that that the founder is providing the money. You would "set up" rather than simply "start" a charity because there is a process to complete to acquire the charitable status.
