Yes. the first talks about the impact from some time in the past until the present.
The second talks about the impact in the present.

The present perfect "have had" talks about a time range (started in the past and continues up to, and possibly including, the present). Look at the orange arrow.

The present simple "have" just states a current truth/fact.
