He is unable to do anything else. He is spent, exhausted, too tried or stressed to do anything else.

Just for further (useless) information purposes, the AmE idiom "stick a fork in it/me" to describe something that is done, finished or over is derived from the practice of stabbing a fork into a large piece of meat (a roast, a turkey, etc) to see whether or not it has been cooked thoroughly. :-D
