[Grammar] tense forms---"has, and continues to, influence"

I would like to know whether the following 2 sentences are OK:

1. This early work identified patriarchy and unequal power relations between men and women as the most important and fundamental root cause of domestic violence and abuse; this “feminist backbone” was and continues to underpin many of the British strategies and programs that have developed over the years.


2. A gendered analysis of the problem of domestic violence has, and continues to, influence the creation of law and policy throughout the UK.

Is the usage of such verb forms correct?

Both sentences are examples of a common error where a writer loses the thread of what they're writing. Sentence 2 should say "has influenced, and continues to influence" or should be revised to avoid that still-clumsy construction.
