2) The people in the new office were less organized than what I was used to.
3) The people in the new office were less organized than the people I was used to.

The intended meaning is:

The people in the new office were less organized than the people I was used to working/dealing with.

Presumably, I worked in other offices, or dealt with people in other offices,, before and those people were more organized.

Presumably, I worked in other offices no comma here or dealt with people in other offices no comma here before and those people were more organized.
