By the clause "that has led to a growing number of civilians killed and maimed, including children", can you see that the conduc of killing and maiming civilians was mainly conducted by the Houthis?

The problem in understanding the clause is that "the ongoing military escalation" might be committed by both sides in the military action or conflict. Yet on the second thought, it seems to me that the eescalation was solely done by the Houthis - it was a conflict but simply increasd terrorrist attacks. So the conduct of killing and maiming civilians was done by the Houthis.

I am not very sure. Who on earth committed the conduct of killing and maiming civilians?
