The best form of governing is to create hierarchy and disparity and incite confrontation so that the governed are either busy struggling to climb the ladders or fighting with each other, leaving no time for reflection.

Context: In a school here in China, the canteen was divided into a few sections. One of the sections is only for straight-A students; I suppose their food are better than other students. When I was young, our head teacher also divided the class into four groups, and students would follow their groups according to the school performance. Such things are quite common in China so I wrote this thought-provoking sentence to express the idea that students learn nothing and have no time to think about right or wrong as a way to express my dissatisfaction toward the system.

Please help me with a natural version.
