A question that iam struggling with

The teacher was so fast, that's why i couldn't ...... notes(make-have-take-do-comment) pick the two correct answers.
That question was on a test I took today
And I want to know if I got it right

Two things. One, do you mean the teacher talked too fast? Two, there is no question.

Here is an question exercise that I am struggling with:

The teacher was [continuous verb missing here] so very fast; that's why I couldn't ...... notes.

make
2. have
3. take
4. do
5. comment
Pick the two correct answers.

That question was on a test I took today and I want to know if I got it right.
We can't tell if you got it right because we don't know which two answers you chose. Which did you pick?

The teacher talked so fast that I couldn't take notes.

If there's another correct answer besides "take" I don't know what it is.

(Apparently, @emsr2d2 and I do not see the same thing.)

Take is fine but have isn't. The second one is make.
I have never heard "make" in that context. However, somebody might say "I have some notes", which is why I might have chosen "have" myself for the second one. (I can't be sure. It would have been a guess.)

There could be a slight difference in meaning between 'take' and 'make' when it comes to writing notes.

If the idea is simply that you're recording what you hear, then 'take' is ideal. You're 'taking' the information that somebody is giving. With 'make', there could be the idea that you're doing something more than just recording. There's some kind of creativity on your part.

For me, "make notes" and "take notes" are generally interchangeable, which is what makes them the two correct answers in this exercise.

John: I can't remember anything from that training session this morning.
Helen: Don't worry. I took notes.

John: I can't remember anything from that training session this morning.
Helen: Don't worry. I made notes.

I agree with post #11 that they are often used synonymously.
