[Grammar] The trend is to consolidation....

I read a sentence in a dictionary and the sentence goes like:

The trend is to consolidation and small businesses are getting it in the neck. (Source: neck)

I wonder if you can tell me why "is" is used here.

Without it, the sentence wouldn't make sense.

I was reading it as "The trend is to consolidation and small businesses ---- are getting it in the neck". However, after reading your answer, Rover, I think it should be "The trend is to consolidation ---- and small businesses are getting it in the neck". Am I right?

Yes. The original sentence should have a comma or dash after "consolidation".
