Yes, use "to whom it may concern" if the addressee is not known.
I would write "has been working in this company as... .since ...".

If you want to use "in the capacity of", don't capitalise "capacity". Also, you capitalised "MR". That's not how it should be written. Capitalise just the first letter of "Mr" and the first letter of the surname.
If you don't know the name of the addressee, use "To whom it may concern" (make sure to capitalise "To").
