Two ideas in one opinion essay

This is an opinion essay prompt from my book Reading Comprehension and Basic Writing Skills by Maia Meladze. I have also uploaded the sample essays that I used from another book with two ideas to write my essay. The book's name is English Essays by Comet. Edu. Ge. "There should be strict laws banning people from taking photographs of the people under 18 in order to protect young celebrities and the celebrities children."
In the introduction part of my essay I mention that introducing new laws to protect celebrities is important but at the same time I mention that a total ban is not a good idea. Is it correct to mention two different ideas in an essay?
Introduction: In my opinion, strict regulations should be implemented to protect celebrities. However, a total ban of taking photos is not going to work out. I will support my point of view.
In paragraph #1 I talk about how important it is to protect their private life and respect it. In the second paragraph I explain that the total ban is not right however because for example, during social events taking photographs is essential. I am not sure if it is correct to mention these two ideas in one opinion essay.
Paragraph 1. First of all, celebrities have the right to have private lives. (I explain and support this idea further)
Paragraph 2. On the other hand, a law that totally bans photographs is a controversial option. Many famous people go to special events. I think taking photos on such events should be allowed.
In conclusion I say: To sum up, imposing a law that ensures safety and at the same time doesn't affect social events is the best option.
