I stumbled upon a phrase '... for reasons unknown'.
Can anyone tell me if there is a difference between the phrase above and this phrase 'for unknown reasons'?

There is no difference between them. The decision to use that order is simply stylistic. Bear in mind that it can't simply be applied to any adjective+noun combination.

Do you know where I can get a list of accepted noun+adjective combinations?
I personally find it frustrating that only some combinations are allowed and accepted. May I ask who actually has the power to decide?

Nobody. There is no official body tasked with regulating the English language. Many writers and editors rely on reference books like The Chicago Manual of Style, but in the end, each such book is only a collection of informed opinions.

I believe the OP posted in another thread that they can't see the "Thank" button. I have advised them to post in the Support Area with the relevant info.
