Could anybody tell me if the past tense is correct in this sentence : "By 8.00 am roads were covered with snow" ? Or I have to use Present Perfect or other tenses? Thanks in advence.

Your sentence is fine. Past perfect is also possible, with a slightly different meaning.

That's right. You could possibly use past perfect (had been covered) if you wanted to say "so I decided to work from home" or some other action also in the past. You cannot use present perfect.
