3. When he was 18, he was told his father would get him a car if he passed the test.

4, 5 and 6. He wanted to have the car before he passed the test but his father disagreed.

7 and 8. He still hadn’t passed and then he left home to work in another province.

9. He had become a grandfather but his father still has not bought him a car.

No, you need past continuous there. You've probably learned that we use past continuous to talk about the situation in which something happened. The situation here is that he was living in Asir.
