The woman is English. The man in the grey T-shirt, who is Scottish, apparently wrote some tweets about the England football team that the woman found annoying.

You have revised my original text from 'to make sense' to 'to make meaning.' I thought that 'sense' better reflects the idea of contextual understanding, while 'meaning' is more related to general definitions. Doesn't it?

Who's he got? That bloke from U2?

The band U2 are Irish. I'm guessing that the person she refers to as he, and previously as Sean, is Irish.

What she's basically doing here is some playful mockery of Scottish and Irish people by saying that they don't have a particularly impressive pedigree when it comes to sports. The members of U2 don't even play sports professionally. She's trying to be witty.
 
"What does XXX mean?" refers to the definition of whatever word/phrase is at X.
"What does she mean by XXX?" can be used to ask about the definition or what she intends her words to mean.
