I think the sentence is not well expressed.

Would this be better?

What we're hoping to be implemented is to be ahead in vaccination so that the transmission would be happening mostly in healthier and lower risk individuals...

Ah, yes! Classic NPR speak. Never use a plain, straightforward sentence if you can muddle your thoughts beyond recognition. Notice also these NPR tics:

- you know x 10
- right x 3
- so x 4
- going foward x 1
- I mean x 2

Notice also that Tony Fauci is not guilty of any of those crimes against English. He thinks before he opens his mouth.

And it could have been worse. They missed:

- narrative
- multiple
- sort of
- at the end of the day
- takeaway

And it has the almost obligatory NPR finish that drove my mom crazy: "Thank you," "Thank you." What's wrong with "Thank you." "You're welcome"?

So what does it mean, Charlie? It seems like you might know what he means, and so does Ms Aubrey. Or do you mean he just got hopelessly lost in the thought and garbled his words? If so, what was he trying to say?
