It is definitely not the accent of a native speaker of English. My guess would be that the speaker's mother tongue is one of the Slavic languages.

The speaker has a thick foreign accent. He sounds Russian to me.

It's a strong non-native accent. I'd guess his native tongue is Russian or another Slavic language. Definitely European.

You hear a lot of speakers over the years and get a picture of how people speak.

PS That doesn't mean you are 100% reliable in identifying speakers.

I for one would be amazed if anybody can distinguish a Russian from a Serb or a Bulgar based on their pronunciation of English. But it's not inconceivable. Some people are amazing.
