Why was I not informed?

Hi, which one is correct and why if you please:

why was I not informed
or: why was not.....

Also if a verb in passive voice (Has/Have), how it will be?
 
"Why was I not informed?" is fine.

I don't know what "How it will be?" is supposed to mean.
 
"Why was I not ..." would be thought rather pompous in spoken British English although this would be my choice if making a written enquiry. While I cannot imagine any native British speaker saying "why was not..." the most natural way to say this would be "why wasn't...".

I am not a grammarian, this is just how I, as a reasonably well educated native speaker, would use the language.
