Not exactly. It's the capacity to read and write.

Oral communication.

Well, since we're concerned with the capacity rather than the activity, that's not quite right.

I guess you could say something like 'capacity for oral communication' or 'oral communication skills'.

Try "eloquence" for speaking. There's also the adjective "articulate".
The closest I can think of for listening would be "listening comprehension".
