The personification is accurate. But casting aside that, it seems to me it was just a sketch of American seaside scene. I wonder why it is famous in the States. Is any metaphor concealed amongst the verses or against the backdrop of the age? Please kindly disperse the fog that hazes my eyes.

I think it is just one of these utterly brilliant terse and concise poems that precisely describes the effect of the fog and has no deeper meaning.
